- Educates members on, and connect them to, services provided by the Metro Council's Community Services Agency. The CSA provides emergency assistance for families facing economic crisis, layoff preparation and support including resumé preparation and job search assistance.
- Helps to ensure the CSA's future existence, which survives through the generous contributions of unions and their members. (CSA's charitable designation number is 8253.)

- Assists in establishing orientation and education programs for new members, helps plan shop stewards' training, develops methods of stimulating membership participation in trade union educational programs.
- Provides membership with information aimed at making them better informed trade unionists.

- Assists in the development of a program for raising voluntary funds for use in election campaigns and in providing personnel for campaigns and election day activities.
